Yes, this is right.
Different levels work for different people for a number of reasons. All doses
are equally effective at preventing pregnancy.
Lower dose pills may have less side effects (like nausea, weight gain, etc.) but
may not regulate periods and/or cause break through bleeding throughout the
month. Higher doses may have more side effects, but may better regulate (or even
eliminate) periods.
Women have different reactions to all hormone levels, so it is hard to say how
any given pill would effect any given woman. Most clinicians start with a
low-mid dose pill and then change based on the patient's feedback.
